GRANTMAKING PRIORITIES
The Arts, History and Cultural Council (AHCC) is the advisory committee to the Arts & History division and acts as reviewer for grant applications within the SCFD and ACS grant programs. AHCC also provides feedback on guidelines and scoring criteria for these grant programs.
To help guide applicants, grantees, staff and AHCC members during grant application reviews, the following grantmaking priorities act as guiding principles for all Arts & History grantmaking programs.

Arts, Culture and Science Grants
Each year, the Broomfield City Council authorizes funds in the Arts & History division budget to support arts, culture and science programs offered to the community through the Arts, Culture and Science Grants (ACS) program. These grants are intended to serve local groups, organizations and educators that are not receiving SCFD funding to provide or participate in arts, culture and science programs and projects that benefit Broomfield residents.
ACS Eligibility
To apply for ACS grants, applicants must be:
- 501(c)(3) nonprofits who are not receiving SCFD funding
- Groups without nonprofit status may apply with a 501(c)(3) nonprofit fiscal sponsor
- Schoolsites and individual teachers
To be eligible for ACS grants, programs or projects must:
- Provide creative art, culture and science-based experiences for Broomfield residents and/or within Broomfield city limits
- For non-Broomfield-based organizations, schoolsites or teachers, all programs must take place within Broomfield city limits
- For Broomfield-based organizations, schoolsites or teachers, programs may be outside of Broomfield city limits if benefitting primarily Broomfield-based participants. This is primarily designed for bus subsidy requests for Broomfield students to attend arts, cultural and science programs outside of Broomfield city limits.
Important busing subsidy request information:
- Regardless of the applicant's location, if you are applying for bus subsidy to attend a program that is in a city-funded program or activity (including the Broomfield Depot Museum and Veterans Museum, and those funded by ACS or SCFD), please apply for the Busing Subsidy for Education Grants (BSE). If you have any questions about whether programs are city-funded, please contact creative@broomfield.org.
- If you are located within Broomfield City limits and applying for bus subsidy to attend a non-city related program or activity within or outside Broomfield City limits, please apply for Arts, Culture and Science Grants (ACS).
- If you are located outside of Broomfield City limits and apply for bus subsidy to attend a non-city related program or activity within Broomfield City limits, please apply for Arts, Culture and Science Grants (ACS). Non-Broomfield-based organizations, groups or schools are not eligible to apply for bus subsidy funding outside of Broomfield City limits.
Examples of past ACS-funded programs or projects include:
- Funding for expansion of STEAM-based programs and outside artists and educators for in-classroom, hands-on activities.
- Support for original choreography for multi-media contemporary dance performances and education programs.
- Startup funds for a student-led middle school garden club.
- Providing supplies and materials for culturally relevant and representational dramatic play for preschool students.
Ineligible applicants or projects include (but are not limited to):
- General operations requests
- Capital campaigns
- Individuals who are not a teacher applying without a fiscal sponsor
- Sponsorships
- Any organization that received SCFD funding in the corresponding fiscal year
- Programs or projects affiliated with, funded by, or supported by the City and County of Broomfield
ACS Grant Information for Fiscal Year 2024
- Funding period for all programs is January 1 - December 31, 2024
- Total funding for the 2024 cycle is approximately $29,157
- Maximum grant award is $1,500
- Grant applications will be accepted until funds are exhausted
- Applicants may only submit one application per project each fiscal year
- Schools may have more than one teacher apply for individual grants
- Broomfield resident organizations may receive priority consideration
- All final reports must be submitted within 30 days of the completion of the project

Members of the Arts, History and Cultural Council (AHCC) will review the grant applications after each seasonal deadline. Reviewers utilize the following guidelines to determine funding. Each question is a prioritization guide and not meant to be exhaustive.
Grant Review Criteria
Does this program or project provide at least one of the following:
- Provide creative art, culture and science-based experiences for Broomfield residents and/or within Broomfield?
- Support teachers in providing art, culture and science-based experiences for Broomfield students?
- Support opportunities to enrich and expand residents’ intellectual and cultural horizons?
- Provide the Broomfield community with avenues to express itself or learn about others through arts, culture and science?
Does the program or project:
- Use resources wisely and convey the activities and outcomes of the program or project?
- See connections between the activity and/or organization’s mission and/or the goal of the project?
Each application receives a vote of “Fund”, “Decline” or “Need More Information.” All applications with a majority vote of “Fund” will be awarded in full as there will be no partial grant awards.

ACS Grant Awards and Requirements
Organizations
- Will provide a W-9 and sign a grant agreement
- Once the grant agreement is completed, they will receive a check for their award amount
Teachers and Schools
- Will sign a grant agreement with signature from the educator and the principal of the school where the educator is requesting a program or project
Teachers and schools have two options to receive their award:
- Reimbursement based on submitted receipts
- Payment directly to vendor (i.e. provide the invoice from the bus or transportation company and we will pay the invoice to the vendor directly)
- Any vendors will need to provide a W-9
- No checks will be issued to individual teachers or schools
Requirements for All Grantees:
Public Acknowledgement
- Grant recipients must acknowledge the City and County of Broomfield for its support of a project in printed, electronic and/or broadcast promotions
- The following acknowledgement along with a City and County of Broomfield logo will be included:
“This program is funded in part by the City and County of Broomfield”
- Grant recipients will receive a logo file after grant agreements are signed
Promotion
- Grantees are strongly encouraged to send final program information to staff so we can include in newsletters and on the our website
- If grantees have a public event, send staff information at least two weeks in advance
- Invitations to events will be forwarded to members of the Arts, History and Cultural Council, as well as City staff
ACS Grant Final Reports
- Final Reports for 2024 grant recipients are due within 30 days of the conclusion of the funded program, or on January 30, 2025 - whichever comes first.
- All Final Reports will be submitted through Submittable, the ACS Grant software platform.
- Final Reports must be submitted to be eligible for funds for the next grant cycle. Any outstanding reports will render the organization, teacher or school ineligible for upcoming ACS Grant cycles.

Busing Subsidy for Education Grants
The Library, Arts, History and CSU Extension Department recognizes that transportation funding is a common barrier to educational experiences offered outside a school site. The Busing Subsidy for Education (BSE) Grants are intended to support transportation subsidies for students to participate in arts, culture, science and humanities programs and events otherwise not available in school. These grants are funded through a one-time funding source and will end when all funds are exhausted.
BSE Grant Eligibility
To apply for BSE grants, applicants must be:
- A teacher or staff member of a Denver metro area school or homeschool organization
- Individual homeschool families are not eligible, requests much come through an organization, group or collective serving homeschooled families
To be eligible for BSE grants:
Bus subsidy requests must be for visiting or attending a city-funded program for youth within Broomfield city limits. This includes:
- Broomfield Depot Museum field trip or educational program
- Broomfield Veterans Museum field trip or educational program
Programs presented by organizations who receive Broomfield city funding:
- ACS grant-funded programs
- SCFD grant-funded programs through Broomfield County
- City-presented programs and activities, including those in the Broomfield Auditorium and Broomfield Library
BSE Grant Information for Fiscal Year 2024
- Funding period for all programs is January 1 - December 31, 2024
- BSE grants are funded through a one-time funding source and will the grant program when all funds are exhausted
Total funding for the BSE grant program is approximately $30,000
- Individual subsidies are limited to $750 per school. If you have a quote that is higher, please reach out to creative@broomfield.org.
- Individual teachers may request one bus subsidy per school semester and up to two subsidies per grant program fiscal year. School sites may have multiple requests from individual teachers or groups.

Final Reports for 2024 grant recipients are due within 30 days of the conclusion of the funded program, or on January 30, 2025 - whichever comes first.
All Final Reports will be submitted through Submittable, the BSE Grant software platform.

Sister City Grants
The Sister City movement in the United States was inaugurated by President Eisenhower in 1956 as the "People to People program," whose purpose was to establish greater friendship and understanding between the people of the United States and the peoples of other nations through direct contact. The City and County of Broomfield recognizes the existence of these people-to-people relationships through the establishment of Sister City affiliations. This recognition encourages exchanges of diverse cultural, educational, artistic, scientific and professional ideas and programs.
To support the goals of Sister City relationships, the Sister City (SC) Grant program funds programs, projects and activities of officially recognized Broomfield Sister City organizations.
SC Grant Eligibility
Applicant eligibility:
- Organizations or groups must be an officially recognized Sister City partnership that aligns with the City and County of Broomfield’s Sister City Procedure. These groups will have partnership agreements with the Sister City, as well as submit and be in good standing with all required documentation to the City and County of Broomfield on an annual basis per the procedure.
Project, program or activity eligibility:
Projects, programs or activities:
- Must demonstrate benefit for the Broomfield community
- Must include at least one public component within City of Broomfield limits
- May include events or activities for foreign delegates or ambassadors
SC Grant Information for Fiscal Year 2024
- Funding period for all programs is January 1 - December 31, 2024
- Total funding for the 2024 cycle is approximately $8,000
- There is no limit to the number of applications or awards per applicant or application cycle until April 30, 2023
- Grant applications will be accepted until funds are exhausted, or any unspent funds will be transferred to the ACS grant program for the final application cycle when the SC Grant application closes - whichever comes first

The application will include the following types of questions:
- Contact information, including Fiscal Sponsor if required
- Organization or school information
- Grant request amount
- Type of program and brief program description
- Planned activities and desired outcomes
- Grant program timeline
You will also be required to submit a Project Budget. You may use your own form, or a Project Budget form template is available for your convenience.
SC Grantmaking Process
- LAHE staff will review grants for completeness and eligibility requirements.
- A grant panel of City of Broomfield employees will be convened to review and vote on SC Grant applications per the review criteria and process
Each application receives a vote of “Fund”, “Decline” or “Need More Information”. All applications with a majority vote of “Fund” will be awarded.
- Review panel will provide funding recommendations, which may be partial awards
- If an application is partially funded, an updated activity report may be requested with any budget changes
SC Grant Awards and Requirements
- Grantees or a fiscal sponsor will provide a W-9 and sign a grant agreement
Requirements for All Grantees:
Public Acknowledgement
- Grant recipients must acknowledge the City and County of Broomfield for its support of a project in printed, electronic and/or broadcast promotions
- The following acknowledgement along with a City and County of Broomfield logo will be included: “This program is funded in part by the City and County of Broomfield”
- Grant recipients will receive a logo file after grant agreements are signed
Promotion
- Grantees are strongly encouraged to send final program information to staff so we can include in newsletters and on the our website
- If grantees have a public event, send staff information at least two weeks in advance
SC Grant Final Reports
- Final Reports for 2024 SC grant recipients are due within 30 days of the conclusion of the funded program, or on January 30, 2025 - whichever comes first
- All Final Reports will be submitted through Submittable, the SC Grant software platform
- Final Reports must be submitted to be eligible for funds for the next grant cycle. Any outstanding reports will render the organization, teacher or school ineligible for upcoming ACS Grant cycles
